Rep. Comstock Statement On Winchester Couple Receiving “Angels in Adoption” Award

September 27, 2017
Press Release

Washington, DC – Congresswoman Barbara Comstock (R-VA) released the following statement recognizing Colleen and Richard Davis as the 10th District “Angels in Adoption” Awardees:

“Every year, the ‘Angels in Adoption’ awards are one of the most joyful events we hold in Congress.  As a member of the Adoption Caucus, I am always delighted to join the Congressional Coalition on Adoption Institute for this inspiring program that recognizes those dedicated to improving the life of a child through adoption or foster care. The two day program celebrates these honorees who have made extraordinary contributions on behalf of children in need of families.  This is the third year we have participated in the program.

“This year we nominated Colleen and Richard Davis of Winchester as Virginia’s 10th District ‘Angels in Adoption’ awardees.  Colleen and Richard, who had three children – one an adopted son with special needs -- took twin newborn boys into their home just several weeks after they were born to provide a safe and loving home for them.  Colleen met the birth mother at Winchester’s New Eve Maternity Home, a home for women with crisis pregnancies that I have visited.  Colleen was helping expectant Moms at the home and helped them through difficult times.  I am grateful to Colleen and Richard for helping the mothers and children who live at the New Eve Maternity Home and for the incredible generosity and sensitivity they have displayed in caring for the twins as though they were their own, as well as their willingness to return them to their natural mother, if she becomes able to care for them.”

The 'Angels in Adoption’ program raises public awareness about the positive difference adoption makes in the life of a child, and inspires others to step forward to consider adoption, fostering and other creative ways to help. Through the multiple special events that make up the Angels in Adoption Program, Members of Congress also learn first-hand about adoption and foster care efforts taking place within their state and across the country.
